Vehicle Dwelling in Bristol: Support or Enforcement?

Bristol City Council is facing a growing challenge

People living in vehicles on streets and council land. Councillor Barry Parsons explains that while the council works behind the scenes to support vehicle dwellers and neighbouring communities, tackling this issue alone is impossible.

On one hand, vehicle dwelling reflects a national housing crisis. Between 2020 and 2023, private rents in Bristol rose over 23%, house prices are 8.6 times average earnings, and more than 22,000 households remain on the housing waiting list. Councillors argue that with government support, the city could provide more welfare services, expand social housing, and make temporary accommodation safer and more accessible. They are calling for additional funding, powers to remove vehicles from council land, registration requirements for caravans, and tools to influence private rents.

On the other hand, enforcement remains a necessary tool to protect communities. The council recently addressed a long-standing encampment on New Stadium Road, Eastville, where residents had caused anti-social behaviour and criminal activity. Working with police and outreach teams, council officers provided support services but ultimately removed the encampment legally. The site has been cleared, yellow lines repainted, and planters installed to prevent future issues.

This debate raises a broader question: should the priority be support and housing solutions, or enforcement and community safety? Councillors suggest that both are needed. They are engaging the government to provide more resources while continuing enforcement where necessary, illustrating the delicate balance between compassion and public responsibility.

The council consultation on the new vehicle dwelling policy opens on Thursday 11 September for six weeks. Residents are encouraged to read the policy, complete the survey, and attend face-to-face sessions to contribute their views. The debate continues—how Bristol handles vehicle dwelling may become a national example of balancing care, legality, and community wellbeing.
